Make sure you hit archive invalidation in the tools menu, as almost every mod requires it. Then, drag and drop all the files contained into the Main Directory where FalloutNV.exe is located, not into the Data folder.

To do this, just open the zip file that NVSE comes in and open the nvse_5_0_beta 3 folder inside. NVSE, unlike Skyrim's version, NVSE does not have an install wizard so you'll have to install it manually.
